April 21, 2015. OFCCP Lowers National Hiring Benchmark for VEVRAA. OFCCP has announced a change in the hiring benchmark for protected veterans – dropping slightly from 7.2% to 7%. According to OFCCP, this change is based on 2014 end-of-year data from the Bureau of Labor Statistics (BLS). This hiring benchmark was codified in recent regulation changes, most of which took effect March 24, 2014. The hiring benchmark became effective with the first AAP update following March 24, 2014, which coincided with the requirement to issue an invitation to self-identify as protected veterans at both the applicant and post-hiring stages of the employment process. The hiring benchmark is applied to the overall hiring rate at each AAP location and is based on the previous 12-month period supporting the implementation of the current AAP. While this decrease is slight and could be viewed as insignificant, it could make an overall difference depending on the size of your workforce.
