VEVRAA Mandatory Job Listing
Support covered employers through nightly electronic acquisition and delivery of openings to appropriate Employment Service Delivery Systems (ESDS) nationwide, including American Job Centers.
Subcontractor flow-down refers to contractual and regulatory requirements that a federal contractor may be required to include in certain subcontracts, extending applicable federal contractor obligations to covered subcontractors. For VEVRAA and Section 503, covered subcontractors may have affirmative action, nondiscrimination, job listing, outreach, and recordkeeping responsibilities based on the requirements that apply to their contracts. Understanding which obligations flow down—and how to meet them—is important for subcontractors that may not contract directly with the federal government. DirectEmployers Association helps federal contractors and covered subcontractors support applicable VEVRAA mandatory job listing and Section 503 outreach requirements through job distribution, compliance resources, education, and practical tools designed to help organizations manage these responsibilities consistently.

There is no single process for verifying a subcontractor. To evaluate whether VEVRAA or Section 503 requirements flow down to a subcontractor, organizations should review the subcontract or purchase order, the underlying federal contract, the applicable equal opportunity clauses, and the contract value and other coverage thresholds. Covered federal subcontracts generally must include the applicable equal opportunity provisions required by federal contractor regulations. Because coverage can depend on the specific contract, subcontract, and regulatory requirements involved, organizations should consult qualified legal counsel when a coverage determination is unclear.
