The Jobs for Veterans State Grants (JVSG) program is a federal workforce initiative administered by the U.S. Department of Labor’s Veterans’ Employment and Training Service (VETS). Through JVSG funding, state workforce agencies provide specialized employment and training services to eligible veterans and eligible spouses through the public workforce system, including American Job Centers nationwide.
Established under the Jobs for Veterans Act (JVA), the JVSG program is designed to improve employment outcomes for veterans by providing individualized career services, facilitating connections to quality job opportunities, and promoting veteran hiring among employers.
Key Components of the JVSG Program
The JVSG program supports two specialized workforce roles:
Disabled Veterans’ Outreach Program (DVOP) Specialists
DVOP specialists provide individualized career services to eligible veterans and eligible spouses who have significant barriers to employment (SBEs) or who otherwise qualify under current U.S. Department of Labor guidance. Services may include career counseling, skills assessments, employment planning, job search assistance, referrals to training programs, and coordination with supportive services.
Local Veterans’ Employment Representatives (LVERs)
LVER staff focus on employer engagement and veteran advocacy. They work with employers, business organizations, and workforce partners to promote the hiring of veterans, develop employment opportunities, coordinate hiring events, and educate employers about the benefits of recruiting veteran talent.
Priority of Service
The JVSG program operates within the broader public workforce system and supports the delivery of Priority of Service for veterans and eligible spouses, ensuring they receive precedence in accessing qualified employment, training, and placement services funded by the U.S. Department of Labor.
Benefits for Employers
Through the JVSG program, employers gain access to a skilled veteran talent pool and workforce professionals who understand military experience and its application to civilian careers. LVER staff help connect employers with qualified veteran candidates while supporting veteran-focused recruitment and outreach efforts.
DirectEmployers and JVSG
DirectEmployers Association supports the public workforce system through its VetCentral technology, which distributes federal contractor job openings to state workforce agencies and other authorized employment service organizations. Workforce professionals, including DVOP specialists, LVER staff, and Business Service Representatives, may use these job listings to connect veterans with employment opportunities and support veteran hiring initiatives.
