Despite recently proposed changes, federal contractor requirements under the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA) remain strictly in place. As part of the legislation, which requires applicable contractors and subcontractors to take affirmative action to recruit, hire, promote, and retain protected veterans, employers must also establish an annual hiring benchmark of their own, or adopt the national benchmark provided by the Office of Federal Contract Compliance Programs (OFCCP).
OFCCP announced on Wednesday, July 30, 2025, that the annual VEVRAA hiring benchmark is now 5.1%, a marginal decrease from the 5.2% benchmark introduced in March 2024.
What purpose does the benchmark serve?
By comparing the number of protected veteran hires to the benchmark set for each affirmative action program, federal contractors can measure the effectiveness of their outreach and recruitment efforts.
